Hi! I don't have a great answer but one way to think about it is the best market for web agencies are:
when one customer is worth a lot
the website directly drives bookings
they're already investing in marketing and "visual appeal" matters - going to be an uphill battle if you need to convince them on the value of marketing. usually the case in industries where brand/trust matter a lot.
some types of industries that would fit this:
med spas: heard that this is the fastest growing small business type in the U.S.
invisalign/cosmetic dentistry - i recently got invisalign and there's a sh*t ton of marketing spend in this industry
plastic surgery
interior designers

scrape businesses via Google Maps that don’t have a website
Find the ICP
find their email address (in many cases the email addresses would be info@company.com or office@company.com)
reach out to those companies (messaging angle: FOMO of not having a website)
Awais S. Both are great points above. I would also think in terms of industries where a website directly impacts revenue and lead flow. Service-based businesses like legal, roofing, home services, or local clinics usually convert directly from their website, so ROI is easier to show. Another angle could be targeting businesses that already run ads but have poor websites, you can position it as “you’re already spending on traffic but losing conversions.” That tends to work better than convincing someone from zero. Also, instead of going too broad, I’d pick one niche first and go deep with messaging. It makes your outreach much stronger and easier to personalize.
