Is it possible for me to prospect by people who follow my competitor's on LinkedIn, Twitter, or interacted with their posts?

On Linkedin, yes, but you need to add the target companies to current roles on your profile (as if you work there) in order to run scrape. (Which you can do with phantombuster or apify)
