How to Set Up Intent Signals by Job Title and Location in the UK

Hi All, a bit of a noob question, I'm wanting to setup intent signals for specific job titles within specific cities in the UK. What is the best way to do this? Clay seems to make you have a list of companies first, whereas I want it to be job title and location driven
