Seeking US Local Business Lead List from Outscraper or D7LeadFinder for Marketing Campaigns

I'm looking to buy/build a list of all local businesses in the US. Has anyone already scraped all of Outscraper/D7LeadFinder and would be willing to sell the list? Or can anyone help build the list? We run all our campaigns on Instantly with the help of Clay and looking to get as many leads as possible (ideally over 1 million)
