Request for Assistance with Refund Due to Currency Issue

Hey, can someone help me with a refund? I upgraded my plan 5 minutes ago thinking it was billed in my local currency (I'm in Hong Kong), but it was in USD, and got hit with a fee 8x higher. There's no currency specified in the checkout. I got billed 800 USD for something I thought was gonna be 100 USD. Happy to share a screen recording.
