Building a Targeted List of 'Open to Work' LinkedIn Professionals

How would you build a list of all white-collar workers with 'Open to Work' banner on Linkedin, across few different industries? Context: I have a client that's selling career advancement course to executive professionals who are looking for new jobs or looking to transition. I know it might not be the best case for cold emails, but client is willing to try so we are building a list anyways. Looking forward for your creative ideas! 🙂
