For sending some 700 one time emails, what is the best email tool to use given that there is no existing email domain or account.

No you should just use something like Smartlead and buy some domains

Smartlead will allow you to personalize the email body with the outbound message that you generated in Clay and it's easily. But I would purchase a few domains right away from Smartlead if you're looking to get going ASAP.
