I'd start with one narrow segment, one pain point, and two campaign variants, maybe 50 to 100 contacts each, so you can tell whether the issue is list fit, offer, or copy. Before adding more campaigns, check the site, reviews, service area, tech stack, and any proof you can turn into a credible first line. I'd test the offer and audience first, then the wording. Are they selling a specific outcome such as faster response or fewer downtime issues, or a broad managed IT package?
