The workbook credit limits feature is only available on the Enterprise Plan. [1] If you're not on Enterprise, you won't see the "Credit spend limit" option in your workbook settings.
Also, only workspace admins can set and manage these credit limits - Editors and Viewers can't access this feature even if they have editing permissions on the workbook. [2]
