Is Clay Using an API for the Find People Feature?

I'm curious if clay is using an API / third party provider under the hood for the "find people" action?

    This tool does not allow you to filter on state unless you buy the pro plan for $99 which makes the lower plans virtually useless if you are looking for a local level. Much better off using Clay, probably even if you are using credits
