Request to Extend Rate Limit Feature to Third-Party Services

Hello, Thank you so much for adding the rate limit feature in such a short time. I noticed that this feature is currently only available for the HTTP API. Could you please extend it to cover all third-party services? For example, I use Apollo with a custom API key.
