Identifying Employees vs. Management in Small Companies

Hi Team, I have a rather unusual situation: If the company size is less than 30 employees, we need to find all the people in the company. However, if there are fewer than 30 people in the company, we should only focus on identifying the management-level personnel. Do you have any ideas on how this can be accomplished?
