I have tried to reach out to OpenAI so many times but nothing has worked

That'll do it. I had the same issue. I'd ask your company to throw in $1000 in the budget and it'll bump you to Tier 5. It will take a few days. This is a Support Ticket with OpenAI and unfortunately that's a maze.
