Troubleshooting Email Lookup Issues with New Table Rows

I added some new rows to an existing table and asked it to run the same personal email lookup. Couple questions on this:

1.
Why are my emails not outputting in this column like they did previously?
2.
It looks like it is running every column of the waterfall on this new batch, instead of outputting Run condition not met as it did previously when it found the email address is previous steps in the waterfall. Is this costing me credit?
