Less a Clay question, do other clay, lead gen agencies find that Decision makers are away on holiday in August. If no, is it a specific country or industry you're targeting? If yes, what do you do in this downtime if you're not going on holiday/vacation yourself.

In europe, people go on holiday during July/August because of general school holidays

But avoid EU at all cost, specially Northern countries.... summer is their happy moment of the year given the sun and the weather conditions
