Implementing Rate Limit Filters for Low-Rate APIs

Rate Limit handling in-table. For APIs with low rate limits, would be great to have a filter where we can rate limit the API calls. in the integration. Apollo is a good example where their Search API is typically 200/min & 600/hour. These just fail in the current system, and you have to wait and come back to update them.
