Seeking Data Sources for Building Client Account Lists

Hi all, I am trying to build a list of accounts for a client and am wondering if you all have suggestions for data sources.

Companies with at least 200 employees
20+ employees with Data Science, AI, or ML in their job titles or functions
International — no geo restrictions other than China and Russia

I worry that I'll burn a boatload of credits pulling a giant list and then whittling it down. Any guidance on the best way to go about a list like this or the best enrichments to leverage?
