is it possible to create an exlude from list if you upload a CSV into a table?

Yes, you can exclude specific companies or people from your search results by referencing other Clay tables. You can select any Clay table containing previous searches to avoid duplicates and ensure your current search doesn't include entries you've already identified elsewhere.
