How to prospect and find companies lacking specific roles

Guys, I'm trying prospecting to find companies that are more likely to not have someone in their team for a specific role. For example, a java dev agency looking for IT companies who don't have anyone on LinkedIn who is a java expert or a team without a head of engineering. Anyways to do this?

    What I think may be useful to start this off is by finding open positions for those titles, in this case with our LI job search tool, and then you can filter the companies out by other criteria if needed.From there, you follow the flow to find people to contact at these companies and further enrichment.
