Troubleshooting OpenAI API Key Issues and Tier Upgrade Steps

can someone help me figure out how to get this api key to work? It says I need to be in tier 2 for OpenAI and to get to tier 2 I need to spend 100 and wait 7 days. This was 14 days ago. I loaded my OpenAI account with 100 dollars and still nothing. Idk how to spend 100 dollars if I can’t use it within Clay. I tried to reach out to OpenAI support but the answers are really unclear. It says to increase rate limits but idk how to
