For ClayGent web research specifically, Anthropic requires Tier 4 or higher (≥400,000 TPM), so Tier 3 won't meet the requirements for that feature.

Yes, that's expected because with the Web Research use case, we need Tier 4 limits for Anthropic and hence it's not working reliably.
We are working on ways to reduce this to Tier 3 but for now Tier 4 is required, sorry about that!
