Clarification Needed on Clay Credit Charges with API Key Use

Is it normal that we are getting charged 1 Clay credit per result of mobile number even if we already have an API key for the provider? Example: Datagma charges 25 clay credits if there's no api key, with an API key, we are still getting charged of 1 Clay credit per result
