Challenges in Sourcing Leads from EMEA InfoSec/Compliance Companies

Hello. I am trying to build a list of contacts from over 400 different companies using the "find people" search and it's only yielded 22 people. That seems impossibly low. The companies are headquartered in EMEA and they information security/compliance personas. Would that make a difference in the amount of leads being sourced? Thanks
