Issues with OpenAI API Limits and Spending Requirements Explained

I tried using openai API but keep getting stuck here. It says you need to increase the limits but when i go to limits section in openAI API, it says you need to spend at least $50 in order to go up the tier. How do i even spend if its not letting me in the first place? am i getting something wrong in here lol?

Yes, i just did that. Still on tier 1, maybe wait some days?
