Questions on Credit Charges for Missing Contact Information

Hi Team, I would like to know a answer for few questions like

1.
For enriching the mobile number of a contacts if the number is not available with the particular provider will they still charge clay credits for that contact?
2.
Similarly for email if the email id is not available for a contact by a particular contact by one provider will they charge credits for that?
