Preventing Deletion of Duplicate Rows with Mobile Numbers

How can I avoid deleting duplicates rows if they contain a mobile number?

Would it work if I organize the list by mobile number so the rows with the values are at the top? and then the dedupe should get rid of the rows with empty values?
