Can we turn off auto-update on the workbook level?

Yes, you can turn off auto-update at the table level. Click on your table name in the top-left corner, then select "Disable auto-update" from the dropdown menu. [1]

No you can't, just turn off the Auto Refresh for Sources, and then manually turn off Workbook Auto Update for each table.
