You should have the ability to share workbooks as templates! From your screenshot, I can see the "Share as template" toggle in your workbook settings panel.
To share your workbook as a template:
1.
Click on your workbook's title in the top bar

Toggle "Turn on sharing" to enable it
3.
Copy the public link or share with specific emails [1]
For tables, click the "Actions" button in the top right corner, select "Share as template," then click "Turn on sharing" [2]
If the toggle isn't working, try refreshing the page or check if you have the necessary permissions in your workspace.
