is there a way to re-run out of date cells without force running the whole column? If I hit run 100 rows on out of date cells they don't update

To update out-of-date cells without force running the entire column, try toggling auto-update off and on again, then accept the run prompt—this will update all rows.
Alternatively, you can rerun individual cells by hovering over them and pressing the play button.
If you need to run specific rows, right-click the column, hover over Run Column > Choose Number of rows to run, and specify both the number of rows and starting row. [1]

turned table off, hit run, still doesn;t run out of date cells

Try Force Run to update out-of-date cells:
1.
Right-click the column header
2.
Hover over Run Column > Force Run All Rows
This will force the column to re-run and should update those out-of-date cells. [1]
Alternatively, click individual out-of-date cells and select "re-run this cell" if they show "waiting for its inputs."

I don't want to run all the rows, only some

To run only specific rows with out-of-date cells:
1.
Filter for out-of-date rows first
2.
Right-click the column header
3.
Hover over Run Column > Choose Number of rows to run
4.
Specify the number of rows and starting row [1]
Alternatively, use a filtered view to show only out-of-date cells, then run the enrichment—you'll only be charged for rows in that filtered view.
