Cell Formula Issue: Most common number not working as expected in row 8301

looking for some help with a cell formula. The formula is attempting to look through all the phone numbers in a row and return values that occur more 2 or more times. It works for some but not for others. The cell with the formula is "Most common number" and an example of it not working is row 8301. The output should be the number that is in both (N) Contact Phone and 1 Wireless.
