Best Channels for Hiring Strategy and Prompt Engineering Experts

Hi there...what's the best channel to use to hire someone for two specific purposes: 1) Strategy - How to best angle different ways to for message sequence. E-com SaaS company, Business Consultancy (specialty: they're highly connected with DoD and Pentagon and we're targeting CEOs to get them contracts with government). 2) Prompt Engineering & Copy for said strategies.
