Lowering Custom Rate Limit: How to Optimize API Usage for Better Performance

Are we able to lower the custom rate limit further than the minimum allowed? I'm using an API to pull data that has a low rate limit which means when I run Clay, I hit their rate limit and need to re-run multiple times, and each time they ask me if I can reduce the rate I hit their API.
