Understanding Credit Use in Waterfall Enrichment for Phone Numbers

Quick question – when you use waterfall enrichment that are shown to cost e.g. 9 credits/row to find a phone number – but e.g. the phone number is found on the first or second call, before hooking up to other services, how does that work credit-wise? Are the 9 credits first shown to be spent, and then "refunded" if it doesn't reach that far in the waterfall?
