Fixing Formula for Email Data Verification: Ensure All Columns Filled, Engineer < 12 Months

Can you tell me why this formula doesn't work and how to fix it? I want to make sure that all the columns have data to craft this email and that the engineer's experience is less than 12 months.

The number of months filter works but it doesn't capture the Founder name filter and runs it even if it is empty. I cannot tell about the other ones.
