Issues with CRM CSV Upload: Data Duplication Errors

I've tried to upload a CRM CSV with only 1.3 contacts and 35 rows 5 times now and for some reason it keeps uploading data that ISN'T in the original sheet and duplicating data from the last 15 rows making the total 50. I've tried to upload this simple CSV three times now. First time it failed, last two times has been the same issue.
