Need Help with Conditional Formula for Lookup Rows Enrichment

I can't create correct conditional formula for Lookup Rows Enrichment. What I'm trying to do is: Run Lookup Rows enrichment only if Find People enrichment has run and only if it found 0 records. I'm trying to create the formula with AI and it's suggesting all the incorrect formulas. Can human support help me with this?
