The Draft Email feature is accessed through Actions > Draft Email in your table.
If you're not seeing this option, the message drafting feature might be accessed through Actions > Export > Export Messages to Sequencer instead, which opens the Message Drafting Panel where you can craft your messages.
The number of contacts shouldn't affect the availability of the Draft Email option - it should be visible in the Actions menu regardless of your contact count.
