Hiring Cold Outbound Specialist for SEO Services and Campaigns

Hey folks, I am looking for a Cold Outbound Specialist (Consultant or an Agency that isn’t based in the US/UK) who can build email lists, enrich data, manage my inbox & run outbound campaigns in a DFY capacity. I am not looking for a beginner but someone who is in the weeds & can do the execution.
