Tool Insights for Identifying Website Performance Issues

hey all, is there a tool that identifies websites with low overall speed (low Google speed index), performance issues (low crawl requests and high server response times), that have gone down a few times in the last few months, or that may have WordPress plugins that haven't been updated? It would be great to supplement this with data on the webhosting provider and the amount of website traffic they get. Would Wappalyzer or Builtwith help with this?
