Tips for Building a List of Pre-Seed French Startups

Hey everyone ! I'm currently struggling to target efficiently the ICP of a client. I need to build a list of startups that are on pre-seed or earlier stage (like 30-100 people). Do you have some tips to actually build a french startup list ? cant find the tags on sales nav or Clay to actually build one... PS : they must have 0 fundraising on their history, thats why its hard :') Thanks !
